New state law sets rules allowing city to collect liens on property

The Oklahoma Legislature has overridden a gubernatorial veto of a municipal lien bill that supporters say will strengthen municipal government’s ability to enforce building and safety codes while protecting property owner rights.


City of Lawton officials say the provisions appear to be similar to the process they already use.


House Bill 2147, the Municipal Code Lien Enforcement Act of 2025, gives those who adopt the act the ability to collect municipal code liens on real property. Gov. Kevin Stitt vetoed the bill May 27, but the House and Senate overrode the bill by decisive margins May 29, with the bill’s provisions to take effect Nov. 1, said House author Rep. Mike Lay, R-Jenks.
